Abstract
Introduction: The implementation of policies can lead to a possible decrease of accidents and fatalities in the Diving Tourism Industry. The purpose of this Mixed Method Study was to assess the compliance of the Dive Resorts to the Rules and Regulation Guidelines provided by the PCSSD.
Methods: This study was guided by the researcher’s Framework on Optimal Policy Implementation. The framework was used to guide the creation of the Tools to gather Quantitative and Qualitative Data. The study was an Explanatory Sequential Study that focused in determining the extent of the implementation of Scuba Diving Safety Guidelines by Dive Resorts, the factors/reasons affecting the implementation of Scuba Diving Safety, and to provide recommendation to improve safety guidelines in Scuba Diving.
Results: The study resulted with some items in the Guidelines having 100% compliance with some are less complied due to the factors such as the Need, Cost, Accessibility, and User-friendliness.
Conclusion: The Necessity, Affordability, Accessibility, and Manageability of the Equipment or Service may influence the compliance of the Scuba Divers to the PCSSD Guidelines. There is a possible contribution of the findings presented to lessen the number of accidents and fatalities in the Diving Tourism Industry along with other factors affecting the implementation of the said policies.
