Abstract

The implementation of Universal Health Care (UHC) in the Philippines aims to highlight the importance of a competent and well-prepared primary healthcare workforce, including Physical Therapists (PTs). As UHC shifts the health system toward primary, preventive, and community-based care, PTs are expected to take on expanded roles beyond traditional rehabilitative services. However, gaps remain regarding their preparedness and training needs within this evolving healthcare framework. This study aimed to assess the perceived competencies and training needs of PTs in Cavite in relation to UHC implementation. A quantitative descriptive research design was utilized, involving licensed PTs practicing across all eight districts of Cavite, Philippines, from both private and public sectors. Data were collected through a self-administered questionnaire adapted from the Primary Care Worker competency domains under UHC, covering seven core competencies and 23 sub-competencies, with a 3.50 mean cut-off adopted from Taburnal (2017) indicating training need. Results revealed that PTs in Cavite are highly competent in providing first contact care and continuing care, while competent in providing comprehensive care, coordinating care, managing patient records, promoting health, and implementing public health population. Although no domain fell below the threshold, relatively lower ratings were noted in documentation, use of electronic medical records, and population-based roles such as health surveillance, data analysis, and stakeholder collaboration. While PTs demonstrate foundational competencies for UHC implementation, sustaining these competencies remains essential. A framework was developed to support maintenance of all seven core competencies, alongside targeted training for identified gaps, integrated into a UHC-aligned training framework guided by the ADDIE model and CBE to support continuous competency development and strengthen PT integration into UHC delivery.
