Abstract

The year 1993-2002 is once again another decade for the Filipino with disability. The Republic Act No. 7277 known and cited as the Magna Carta for Disabled Persons, is the most comprehensive law the Disability Congress has ever passed concerning persons with disabilities. Since the Magna Carta has already been enacted and implemented, the Authors conducted a study to determine the knowledge of the disabled persons regarding their rights under the Magna Carta. The study was conducted in various of Physical Centers of De La Salle University College of Physical Therapy, school year 1994-1995. Research Instruments used were in the form of fixed alternative questionnaire with attached cover letters for the patients and Clinical Supervisors in the various Affiliation centers. The authors were able to conclude from their findings that majority of disabled persons have knowledge of their rights and privileges under the Philippine Magna Carta for disabled Persons (RA 7277), but unfortunately they are not aware that such knowledge is pertained to as the Magna Carta for disabled Persons. The Respondents were mostly aware of the Laws pertaining to Education and their access to the environment but with the Laws pertaining to Employment and Hospitalization, majority of the respondents were significantly misinformed.The study was conducted in various Affiliation Centers of De La Salle University- College of Physical Therapy, school rear 1994- 1995. Letters were sent to the Clinical Supervisors informing them of the purpose of the study. The authors gathered all qualified respondents. The tabulated data had undergone statistical analysis. The Authors were able to conclude from their findings that disabled persons did not have any knowledge of their rights and privileges under the Philippine Magna Carta for Disabled Persons (RA 7277). Therefore, the Authors recommend that the various Government and non Government agencies involved in addressing the welfare of the disabled be informed of the need of (1.) informing the disabled of their rights and privileges; (2.) restructuring the educational system so as to properly educate the disabled; (3.) require the National Educational System and Employment Bureaus to include in their curriculum and education of able-bodied members of society of the various laws for the disabled for easier implementation and adaptation. Lastly, information dissemination of the Magna Carta for the Disabled Persons should be part of the program of the different Physical Therapy schools.
